Any user can create a tile on the home screen by adding one using the + button on the home screen. If they add a tile to a screen they do not have access to, the tile will be created successfully, but will display the below access error when pressed
You can create a dashboard and then deploy it to all (or groups of) users, using the Dashboard Tiles setting. Create tiles as appropriate on one user, then copy the setting value to any others.
